Details: Details can be found at the Travel Channel's treasure wiki page for Pennsylvania It says: "General description: Unlike many states, Pennsylvania allows fossil collecting in selected locations in some state parks. Fossils can be found on the shores and in the shallow water along Beltzville lake.
Handy to bring along: 1. Wading shoes 2. Bucket 3. Sunscreen 4. Fishing tacket - why not?
Helpful notes to newcomers: Picnicking sites, and day activities are available but overnight camping is forbidden."

Directions: For directions go to the Travel Channel's treasure wiki page for Pennsylvania. It says: "Beltzville is five miles east of Lehighton, just off of US 209. From the Northeast Extension of the Pennsylvania Turnpike, take Exit 74 and follow the signs to the park."
